There is cardboard in my socket, is that supposed to be there?

Yes. Certain sockets have small pieces of cardboard between the screw and the wall of the socket. The cardboard is meant to insulate the socket and prevent the socket wall from becoming conductive. It also protects against heat issues, extending the life of the light fixture and bulb.
